Are you a middle school or high school teacher and have you been told that you must "do" RTI? Yet have been given no direction, no training, no intervention resources or no progress monitoring tools? This product will help you progress monitor fluency and comprehension interventions. In RTI, it's simply not enough to provide interventions to struggling readers, we must have proof, with data points, to prove that the interventions are working (or in some cases, not working). No longer can teachers recommend a student for testing based on hunches, sixth senses and 35 years of classroom experience. This product helps a teacher accomplish the task of collecting the progress monitoring data points for interventions in the reading areas of phonics, fluency and comprehension. This packet is also ideal for interventionists, tutors or home school teachers of 5th-12th graders or any teacher, interventionist, special education teacher, tutor or home school that works with 5th-12th grade students reading at least two to four years below grade level.
In addition, if you think progress monitoring fluency isn't essential in middle and high school, I would argue that the depth and complexity of middle and high school text is more demanding as a cognitive process due to the amount of text students are asked to read, and the rigorous content (science, math, history) of the these subjects. If students are reading fluently, then very little "RAM" is left to comprehend content rich text, and this can be very problematic for a middle or high schooler, in school, and in real life.
This product also works for core instruction for any student reading above level S, about mid 5th grade level. Add these fluency passages to your fluency center, guided reading rotations, discussion groups, literature circles, socratic seminars or use for independent work.

In addition to the 60 fluency passages that I have written and created, I have written a short guide to understanding the role, purpose and rationale of progress monitoring as an essential and necessary component of the learning process from my experiences of implementing RTI for the past nine years, in a very easy to read and understand format. Of the four research based ways to measure comprehension; fluency timings, oral retellings, multiple-choice questions and cloze, fluency timings show the highest correlation to reading comprehension of these four ways.
These passages can also be used for homework or in your classroom at a fluency center for those students who are trying to improve or just maintain their fluency growth. These passages are my original creations. Every passage is leveled according to the lexile measurement system that has been adopted by the Common Core. If you think you need just your grade level, I would ask you to consider the range and level of readers in your class. If you have students reading above and below grade level, you will need to use passages at their instructional reading level, not their grade level. With the lexile overlap that occurs, there are:

25 passages in the 6th grade range
27 passages in the 7th grade range
34 passages in the 8th grade range
31 passages in the 9th grade range
30 passages in the 10th grade range
14 passages in the 11th/12th grade range
I wrote these passages with middle and high school students in mind. That is, topics chosen and included in this packet are current, relevant and interesting to today's student. In addition, I realize that sometimes as teachers, we just can't find curriculum we are looking for, we can't find text that fits into today's curriculum.
